South Korea’s Financial Services Commission (FSC) has called an emergency meeting with major cryptocurrency exchanges after the $6.3 billion Binance hack. The regulator reviewed how local platforms protect customer assets and urged them to strengthen wallet security, monitor transfers, and prepare for potential cyberattacks.
In a November 2 official statement, the FSC said the meeting brought together the Financial Supervisory Service (FSS), Financial Security Institute, Korea Digital Asset Exchange Association (DAXA), and major crypto service providers. Yoo Young-jun, the FSC’s director general for digital finance policy, chaired the meeting. Officials examined the possible impact of the Binance incident on South Korea’s crypto market and reviewed exchanges’ ability to respond to security breaches.

South Korea Urges Exchanges to Increase Cold Wallet Storage
The FSC reviewed controls governing access to exchanges’ internal systems. It also examined who can approve cryptocurrency withdrawals, sign transactions, and manage administrator accounts. These permissions determine who can access sensitive systems used to move customer funds.
Regulators paid particular attention to hot wallets, which stay connected to the internet to process transactions. Unlike hot wallets, cold wallets keep crypto assets offline and reduce their exposure to online attacks. The commission urged exchanges to hold a greater share of assets in cold storage. It also checked their insurance coverage and reserve funds, which can help cover losses if a security incident occurs.
Alongside these measures, the FSC called for continuous monitoring of deposits and withdrawals. It asked companies to add security response staff, promptly report unusual attempts to access systems, and share information with relevant authorities. The regulator also encouraged exchanges to increase reserve funds where necessary. These were among the additional security measures it urged firms to implement immediately.
Binance Hack Raises Questions About Internal Access
The FSC said Binance reported unauthorized withdrawals of approximately $6.3 billion from its hot wallets on October 30, South Korean time. Binance began tracking and freezing stolen cryptocurrency and said it would cover customer losses using company resources.
The FSC said a compromised employee work laptop may have been one way attackers gained access to Binance’s internal systems. Another suspected method involved unauthorized access to transaction approval and signing tools, which exchanges use to authorize cryptocurrency transfers.
However, the regulator did not confirm either method as the cause of the attack. In an October 30 security update, Binance said it had isolated affected systems and removed compromised access permissions.
The FSC said it would continue working with financial agencies and industry participants to prevent further attacks and limit potential losses.
Coinbase, Kraken and Gemini Also Strengthen Security
South Korea’s review follows similar precautions by major international exchanges. According to an October 31 Crypto2Community report, Coinbase adjusted parts of its cold storage arrangements after the Binance hack. It is also improving phone security to protect users from fraudulent calls. Gemini introduced additional transfer alerts and restrictions, while Kraken said its services were operating normally and its security teams were monitoring potential threats.
Meanwhile, OKX CEO Star Xu called for faster information sharing between crypto companies, including real-time alerts about suspicious activity. His proposal aims to help platforms respond before stolen assets move across multiple wallets.
