Binance founder Changpeng Zhao (CZ) has thanked the US Secret Service and other federal agencies for helping freeze stolen cryptocurrency following the exchange’s $6.3 billion hack. Investigators acted within minutes of the October 29 attack and worked with crypto industry partners to stop a significant portion of the stolen funds from moving. Meanwhile, Binance has resumed withdrawals and reported that customer outflows are stabilizing.
In a November 2 post on X, Zhao praised the agencies for their quick response. He said their efforts helped limit the damage and reduce the risk of further disruption across cryptocurrency and broader financial markets. “Your speed, expertise, and dedication helped contain the damage and reduce the risk of potential ripple effects across crypto and, may I say, even the broader financial markets,” Zhao wrote.

US Secret Service Confirms Stolen Binance Funds Were Frozen
In a November 1 statement on X, the US Secret Service confirmed that investigators began tracking stolen cryptocurrency shortly after the breach. The agency said it worked with industry partners to identify and freeze a significant portion of the assets. The agency did not disclose the exact amount frozen during its initial response. However, Binance previously reported that approximately $3 billion in affected crypto assets had been frozen.
The Secret Service also confirmed that its investigation remains ongoing. It is working alongside the Federal Bureau of Investigation (FBI), IRS Criminal Investigation, and several US Department of Justice divisions. On October 31, the FBI officially attributed the attack to TraderTraitor, a North Korean hacking operation. The agency also published cryptocurrency wallet addresses linked to the stolen funds and urged crypto companies to block related transfers.
Binance has separately committed more than $6.34 billion in company resources to cover losses from the attack. The exchange said users would not have to bear the financial impact of the breach.
Binance Reports 2.1% Net Outflow as Withdrawals Resume
Meanwhile, Binance began restoring cryptocurrency withdrawals at 06:00 UTC on November 1, three days after the security breach. By 12:36 UTC, the exchange had reopened withdrawals across all 15 blockchain networks included in its first recovery phase. According to a November 1 Binance update, the exchange processed $4.649 billion in withdrawals and $1.01 billion in deposits between 06:00 and 15:30 UTC.
As a result, Binance recorded a net outflow of approximately $3.64 billion, representing 2.1% of its reported $171 billion in total assets. The calculation used the exchange’s October 28 Proof of Reserves data. Binance said withdrawal requests initially increased as customers regained access to their funds. However, activity later declined, while deposits remained substantial.
In a separate November 1 post on X, Zhao responded to the withdrawal figures and thanked customers for continuing to use the exchange. “12 hours after withdrawals resumed: 2.1% net outflow, with most occurring in the first couple of hours. Over $1 billion in flow, too. 98% choose to stay!” Zhao wrote. He added, “Trust isn’t earned by what you say in good times. It’s earned by what you do in hard times.”

However, the 98% figure reflects Zhao’s interpretation of the asset outflow data. It does not independently confirm that 98% of individual Binance customers kept their funds on the platform. Binance is also preparing an updated Proof of Reserves report. The exchange took a new snapshot on October 31 and began verification work to show how its reserves support customer balances.
The company expected to publish the updated report on November 2. Meanwhile, its technical teams continue testing the remaining networks and cryptocurrencies before reopening further withdrawals.
