North Korea says it has no reason to hold talks with the United States unless Washington changes its hostile approach toward Pyongyang. Kim Yo Jong, sister of North Korean leader Kim Jong Un, criticized US policies and questioned why the two countries should return to negotiations under the current conditions. She also denied US allegations that North Korean hackers stole more than $6 billion from cryptocurrency exchange Binance.
According to a November 4 report by Yonhap News Agency, Kim said dialogue remains an option for peace but would not necessarily serve North Korea’s interests. Her comments appeared in a statement carried by the Korean Central News Agency (KCNA).

Kim Yo Jong Sets Conditions for Talks With Washington
Kim said the US must change its approach before Pyongyang considers returning to negotiations. She described Washington’s conduct as confrontational and questioned the value of holding talks under those conditions. “The choice for peace includes dialogue of course,” she said, adding that such a choice does not automatically match the country’s national interests.
Kim also said North Korea had “no need to sit face to face” with US officials who refused to abandon their confrontational policies. She then criticized recent diplomatic and military activity involving the United States. Kim pointed to a meeting of top diplomats from South Korea, Japan, and the US, where the three countries renewed their call for North Korea’s complete denuclearization.
Kim also criticized the US for holding military drills with its allies and demanding that North Korea give up its nuclear weapons. She warned that her country could respond if Washington continued what she called hostile actions. However, she did not say what action North Korea would take.
North Korea Again Rejects FBI Claims Over Binance Hack
The latest remarks followed Kim’s earlier rejection of the FBI’s findings on the Binance attack. US investigators have blamed North Korean-linked hackers for the theft of more than $6 billion in digital assets from the exchange. In her November 2 statement, carried by KCNA on November 3, Kim called the allegation “an absurd rhetoric and nothing new.”
She accused Washington of linking North Korea to major cybercrime cases without justification. Kim also recalled how US authorities blamed North Korea for the 2025 Bybit cryptocurrency hack. In that statement, Kim said North Korea opposes malicious activity online. She argued that the US was using the Binance case to damage Pyongyang’s international reputation.

Kim also questioned what would happen to recovered cryptocurrency. She referred to US plans to hold confiscated digital assets in a strategic reserve and suggested that the handling of recovered funds deserved scrutiny. However, she offered no evidence supporting her suggestion about the Binance theft.
The FBI’s attribution and North Korea’s denial leave a dispute over who carried out the attack. The statements have not resolved that disagreement.
More broadly, Kim has tied the Binance allegation to disputes over military exercises, nuclear policy, and relations with Washington. Although she left dialogue open as a possible route to peace, she did not propose a meeting or a date for renewed talks.
