Binance has started restoring withdrawals in stages after a $6.3 billion hack on October 29. The crypto exchange says it has replaced about 95% of the affected assets and will cover all losses with its own funds. Users can still make deposits as Binance works to restore normal services.
In a November 1 official announcement, Binance said the first phase of withdrawals was scheduled to begin between 06:00 and 09:00 UTC. The company is reopening services gradually after completing security checks on affected systems.
Today, we're beginning the phased resumption of withdrawals, taking a careful approach to ensure services return safely and securely.

Binance Restores Withdrawals Across 15 Blockchain Networks
Binance said it will restore withdrawals across 15 blockchain networks in the first phase, including Bitcoin, Ethereum, BNB Smart Chain, Solana, XRP Ledger, Tron and Dogecoin. The list also includes Polygon, Avalanche, Arbitrum, Base, Optimism, Sui, Zcash and TON.
The exchange will give priority to cryptocurrencies with the highest withdrawal demand over the past week. Binance will also check each network for security and stability before allowing withdrawals. However, some cryptocurrencies may take longer to become available. Binance warned users that high traffic could cause temporary delays or failed withdrawal attempts during the rollout.
Users can check the exchange’s withdrawal page or network status page to confirm whether their selected cryptocurrency and network are available. Binance suspended withdrawals after hackers compromised its systems on October 29. The company said the suspension allowed its security team to investigate the breach, contain further losses and inspect its withdrawal infrastructure.
Binance Replenishes 95% of Assets After $6.3 Billion Hack
Binance also reported progress in replacing assets affected by the security breach. The company has now replenished approximately 95% of the impacted amount, up from 90% in its previous update and 80% on October 30. According to Binance, customer balances in Bitcoin, Ethereum, USDT, BNB, Solana, USDC, XRP, USD1, RLUSD and Zcash are now fully backed.
The remaining 5% involves less liquid cryptocurrencies that are harder to purchase in large quantities. Binance continues buying these tokens through regular markets and over-the-counter transactions. In a November 1 post on X, Binance co-CEO Richard Teng confirmed the recovery progress and said the exchange would bear the financial impact.
“Binance will absorb the financial impact of the stolen funds, not our users,” Teng said. The company previously announced that it had allocated more than $6.34 billion to cover the losses. It also reported freezing approximately $3 billion in stolen cryptocurrency with help from blockchain partners. Binance plans to use its Secure Asset Fund for Users (SAFU) and corporate funds to cover the theft. The 95% replenishment figure refers to replacing affected assets, not recovering 95% of the stolen funds.
FBI Confirms North Korean Hackers Behind Binance Attack
The withdrawal update follows an October 31 FBI announcement identifying North Korea as responsible for the theft of more than $6 billion from Binance. The FBI linked the attack to TraderTraitor, a North Korean hacking operation. Investigators said the attackers were converting stolen cryptocurrency primarily into Ethereum.
Authorities expect the hackers to move the funds through decentralized finance platforms and instant swap services to conceal their origin. The FBI, US Secret Service and IRS Criminal Investigation have urged cryptocurrency businesses and blockchain service providers to block transactions linked to identified attacker-controlled addresses.
Binance’s CEO and founder Changpeng Zhao (CZ) also expressed gratitude to the US law enforcement authorities for their cooperation with Binance’s efforts to track and freeze assets. The exchange is currently collaborating with investigators and industry partners to help recover the stolen cryptocurrency. Binance stated it will release a comprehensive report that will provide details about the security breach once the investigation is finished.
US Law Enforcement agencies (FBI, USSS, IRS and more) provided vital help in this incident, including tracking, freezing, etc.
A tweet can’t fully express our gratitude. Many crypto bros may not realize, a lot of the "why bitcoin didn't drop more?" credit goes to them. 🙏 https://t.co/5dpQKGNQI7
