Taiwan to Enforce Crypto Travel Rule for Domestic Transfers in October

Taiwan’s Financial Supervisory Commission plans to introduce new cryptocurrency transfer rules between domestic trading platforms in October. The proposal requires every registered Virtual Asset Service Provider to exchange customer information during every domestic cryptocurrency transfer between platforms.

The FSC drafted the amendments to strengthen anti-money laundering controls and improve transaction tracing across Taiwan’s crypto market. The proposal follows Financial Action Task Force Recommendation 16, which requires customer information to accompany virtual asset transfers.

Under the proposal, every registered crypto platform must exchange customer information during every domestic transfer, regardless of the transfer amount. The required information includes the sender’s name, the recipient’s name, and a wallet address or transaction identification number.

As a result, every domestic transfer between registered platforms will contain enough information for both providers to identify the sender and recipient. The proposal applies a single reporting framework to all transfers while requiring additional customer information only for transactions exceeding NT$30,000.

The FSC will open a 30-day public consultation before approving the amendments. It will publish the draft amendments in the Executive Yuan Gazette and on its official website for public comments. The FSC developed the crypto travel rule proposal after holding several discussions with Taiwan’s Virtual Currency Commercial Association.

Crypto Travel Rule Adds New Checks

The proposed amendments require additional customer information for every cryptocurrency transfer above NT$30,000 between domestic platforms. Individual customers sending more than NT$30,000 must provide their date of birth and residential address before the platform processes the transfer. Companies transferring more than NT$30,000 must provide their official identification number and registered business address.

Receiving Virtual Asset Service Providers must compare beneficiary information received from the sending platform with their own customer records. They must confirm that the transmitted customer information matches the beneficiary information already stored in their databases. The verification process helps platforms detect suspicious transactions that may involve money laundering or terrorist financing.

The amendments require every domestic crypto transfer to follow the crypto travel rule, regardless of the amount transferred. However, only transfers above NT$30,000 require additional identity information from individual and corporate customers.

Taiwan introduced crypto travel rule provisions into its anti-money laundering regulations in June 2021 but never enforced them. The FSC delayed implementation because countries adopted different regulatory requirements and crypto platforms lacked compatible information-sharing systems. Cross-border crypto platforms also struggled to integrate secure customer information systems. Therefore, the FSC delayed enforcement until local platforms could support the required compliance systems. The phased rollout gives domestic Virtual Asset Service Providers time to complete system upgrades before October.

Taiwan Plans Global Expansion Next

The FSC plans to extend the reporting requirements to transfers between domestic and overseas Virtual Asset Service Providers by the end of next year. The second implementation phase will require domestic and overseas providers to exchange customer information during cryptocurrency transfers. The FSC expects the additional preparation period to help platforms complete cross-border system integration before the second phase begins.

In a related development to the crypto travel rule, Taiwan recently strengthened its cryptocurrency regulatory framework through new legislation. The Legislative Yuan approved the Virtual Asset Service Act during its third reading. The law gives the FSC clearer authority to supervise Virtual Asset Service Providers and stablecoin issuers operating in Taiwan.
