Rick Scott Praises Lummis as CLARITY Act Talks Continue in the Senate

U.S. Senator Cynthia Lummis says negotiations over the CLARITY Act are continuing as lawmakers work through the remaining disputes surrounding the major crypto market structure bill. In a video posted on X on August 5, Lummis said she remains in daily talks with Democrats and worked late into the previous night on the Commodity Futures Trading Commission (CFTC) portion of the legislation.

Senator Rick Scott praised Lummis for her work. Scott said she had “worked her butt off with the Clarity Act” and urged senators to remain in Washington, hold direct discussions and complete the legislation.

Lummis Says Talks Cover CFTC and Law Enforcement Rules

According to Lummis, lawmakers are still developing sections involving the CFTC and law enforcement. The CFTC oversees U.S. commodity markets, while the CLARITY Act seeks to define how it will share digital asset regulation with the Securities and Exchange Commission (SEC). 

Lummis said the bill has gained support from law enforcement groups that now view it as helpful to their work. She argued that clearer federal rules would help authorities address illegal activity while giving legitimate crypto companies a framework they can follow.

The Wyoming senator also said President Donald Trump had accepted an ethics provision that went further than agreements made by previous presidents. However, Democrats are seeking additional protections. Lummis said their latest proposal was before the president, although she did not confirm whether he would accept it.

Despite the disagreement, Lummis described the talks as an effort to reach common ground. She said Trump had moved toward the middle on ethics concerns after earlier suggestions that he might veto the legislation.

Rick Scott Urges the Senate to Stay and Act

Scott’s comments added pressure on Senate leaders to move the CLARITY Act forward. He praised Lummis’s months of negotiations and said lawmakers should remain in session instead of leaving without completing their work. “We’ve got to stay here and start talking to each other,” Scott said in the video. His comments focused on direct negotiations and a final vote rather than another delay.

Lummis also said the bill would receive a vote and argued that Democrats would be responsible if it failed. She said she had spent 11 months offering changes aimed at securing broader support for the proposed crypto rules.

CLARITY Act Seeks Clear U.S. Crypto Regulation

The CLARITY Act aims to create a federal market structure for cryptocurrencies and other digital assets. A central goal is to draw clearer boundaries between the SEC and CFTC while establishing rules for trading platforms, consumer protection, and financial crime enforcement.

On July 22, Lummis released updated text combining work from the Senate Banking and Agriculture committees. Her office said the Senate Banking Committee had advanced the legislation in a 15-9 bipartisan vote on May 14.

Lummis argued that passing the bill would help keep crypto businesses, jobs and investment in the United States. Without clear rules, she warned that companies could move their operations to markets such as Switzerland, the United Arab Emirates or Singapore. The bill’s path now depends on whether senators can settle the remaining ethics and enforcement disputes and secure enough support for final passage.
