The Communist Party of China Central Committee and the State Council outlined the plans in an official policy document Xinhua News Agency published on October 9. The document sets out measures to improve productivity, support technological innovation and strengthen China’s position in emerging industries.

China Plans National Blockchain Network and Digital Infrastructure Expansion

According to the document, China intends to establish a national blockchain network alongside an integrated computing network. Both projects form part of a wider plan to connect the country’s digital and traditional economies. The government also plans to improve rules covering data ownership, market transactions, revenue distribution and data rights protection. In addition, officials will launch pilot programs to explore how businesses can use data more effectively.

China wants to strengthen its national data infrastructure and expand digital services across different industries. The policy includes further development of industrial internet systems, smart manufacturing and computing resources. Meanwhile, the government aims to support digital industries through stronger policies and the creation of internationally competitive technology clusters. These efforts will focus on improving business cooperation and expanding the use of digital technologies.

Although the document confirms plans for a national blockchain network, it does not provide a launch date, technical specifications or details about which blockchain platforms the government will use.

China Expands AI Development and Advanced Technology Investment

Beyond blockchain, China plans to accelerate artificial intelligence development across its economy. The government wants to introduce AI into traditional industries while supporting new technologies in manufacturing, transportation and consumer electronics. The policy specifically identifies AI-powered smartphones, computers, humanoid robots and intelligent connected vehicles as areas for further development.

Authorities also intend to improve access to computing power, algorithms and data. These resources will support AI research and help businesses develop new applications. At the same time, China plans to establish industry-specific AI testing facilities and expand practical applications. The government also wants stronger monitoring, early warning and emergency response systems to manage risks associated with artificial intelligence.

The policy identifies several other technologies for long-term development, including quantum computing, sixth-generation wireless networks (6G), brain-computer interfaces and advanced robotics. China will also encourage investment in emerging industries through financial support, research programs and cooperation between technology companies and research institutions.

China Seeks Stronger Digital Economy Through Industrial Innovation

The blockchain initiative is part of China’s wider strategy to improve productivity and modernize its industrial sector. The government wants businesses to adopt digital tools, develop new products and improve their manufacturing processes. To support these goals, authorities plan to expand research funding, strengthen cooperation between universities and businesses, and encourage private companies to participate in major technology projects.

The policy also recommends expanding financial services for tech firms, particularly venture capital, innovation lending, and small business financing. The policy emphasizes blockchain architecture over cryptocurrency trading and regulation of digital assets. No modifications to China’s current cryptocurrency regulations are mentioned in the new policy.

The time required to complete the construction of the blockchain network has not been released. The next step will depend on further implementation, which will enable the system to support business and data applications.
