Tether has signed a Memorandum of Understanding (MoU) with the National Bank of Kazakhstan (NBK) and the Alatau City Authority. The three parties will explore stablecoin use cases, real-world asset tokenization, and digital financial infrastructure in Kazakhstan.
Tether announced the agreement on October 7, 2026. The partnership will focus on possible stablecoin projects linked to Kazakhstan’s national currency, the tenge. It will also explore how blockchain technology could support the tokenization of real-world assets. The agreement does not confirm the launch of a new stablecoin. Instead, Tether and its partners will first study different models and prepare possible pilot projects.

Tether and Kazakhstan Explore Tenge-Backed Stablecoin
Tether, the National Bank of Kazakhstan, and the Alatau City Authority will study international stablecoin models. They will examine how Kazakhstan could use similar technology within its financial system. The partners also plan to develop a concept for a stablecoin linked to the Kazakhstani tenge. After completing their research, they may prepare a pilot proposal.
A stablecoin is a digital asset designed to follow the value of another asset, usually a traditional currency. Therefore, a tenge-backed stablecoin would aim to maintain a value linked to Kazakhstan’s national currency. However, the partners have not announced a launch date or final structure. They still need to study the technical, regulatory, and financial requirements.
The agreement also covers decentralized finance, commonly known as DeFi. DeFi uses blockchain networks to provide financial services without relying entirely on traditional intermediaries.
Alatau City Could Host Asset Tokenization Pilot
The partnership will also explore real-world asset tokenization in Alatau City. Tokenization converts rights linked to real-world assets into digital tokens that can operate on a blockchain or another distributed ledger. These assets can include financial instruments, property, commodities, or other eligible assets, depending on local rules.
Tether and its partners plan to identify suitable asset categories and create a possible tokenization framework. They will also work on a pilot project for Alatau City. Tether could use its Hadron platform as part of the initiative. Hadron provides tools for issuing and managing tokenized assets.
The parties will also organize workshops, seminars, and training programs. These programs will cover stablecoin issuance, reserve management, tokenization, and digital asset markets. Officials from the National Bank and relevant government agencies could take part in the training. The program aims to build local knowledge as Kazakhstan develops its digital finance sector.
Kazakhstan Focuses on Regulation and Investor Protection
Tether CEO Paolo Ardoino said Kazakhstan is taking a structured approach to digital finance and asset tokenization. He said Tether wants to support the development of efficient and transparent digital financial infrastructure.
National Bank Deputy Governor Binur Zhalenov also highlighted financial stability and investor protection. He said Kazakhstan wants to study global stablecoin and tokenization practices while maintaining transaction transparency and strong regulatory safeguards.
Zhalenov stated:
“Collaboration with international technology leaders unlocks new opportunities for developing the digital infrastructure of Kazakhstan’s financial sector. As part of piloting tokenization projects, we intend to thoroughly study international best practices in stablecoin issuance and real-world asset tokenization.”
This memorandum provides Tether and Kazakhstan with an outline for examining the technology and taking further steps toward implementing such a solution. The future actions will be determined after analysis of research and pilot project results.
