Binance Altcoin Inflows Jump Nearly 4x Ahead of CLARITY Act Vote and Fed Decision

Altcoin deposit activity on Binance has climbed sharply as traders prepare for two major U.S. events that could bring fresh volatility to the crypto market. CryptoQuant analyst Darkfost said on September 15 that Binance is now recording a seven-day average of about 31,800 altcoin inflow transactions, up from roughly 8,300 in July.
The increase comes as the U.S. Senate prepares to hold a cloture vote on the CLARITY Act on September 15. The vote is scheduled for 2:15 p.m. ET and will determine whether the Senate can move forward with debate on the crypto market structure bill. The Federal Reserve is also holding its two-day FOMC meeting on September 15-16, with its interest-rate decision due Wednesday, September 16.
Markets are leaning heavily toward tighter policy. Traders were pricing in about a 92% chance of a 25-basis-point rate increase ahead of the Fed decision, Reuters reported on September 15. That has added another source of uncertainty for risk assets, including Bitcoin and altcoins.

Binance Sees the Sharpest Rise in Altcoin Deposits
Darkfost’s data shows Binance leading the increase in altcoin inflow transactions by a wide margin. The seven-day average has risen from 8,300 transactions in July to 31,800, almost four times higher. The same trend is visible on other large exchanges, although the increase is smaller. Coinbase altcoin inflows rose from around 2,200 to 4,700 transactions, while Bybit reached about 2,700.
These figures refer to the number of deposits moving altcoins onto exchanges, not the dollar value of the tokens transferred. A rise in exchange deposits can sometimes precede selling because investors often move assets to trading platforms when they plan to take profits. However, Darkfost stressed that current inflows are not yet unusually high.
Altcoin Market Gains Raise Profit-Taking Risk
The jump in exchange activity comes after a strong move across the broader crypto market. Darkfost noted that TOTAL3, which tracks the crypto market capitalization excluding Bitcoin and Ether, has expanded by more than $136 billion over the period. That increase may give short-term holders more reason to lock in gains, especially with two major U.S. events arriving back-to-back. Darkfost said the rise in inflows could be linked to potential selling pressure, although the signal remains something to watch rather than evidence of a broad sell-off.
Bitcoin has also rallied by more than 30% over a short period, according to the analyst, adding to the market’s recent momentum. Meanwhile, Darkfost separately noted that the Coinbase Premium Index turned positive again on an intraday basis, suggesting a short-term improvement in U.S. institutional demand. Futures demand also increased to 151,624 BTC on a 30-day sum, while spot demand remained negative at around 168,800 BTC.
