Crypto Weekly Market Wrap August 17 – ETF Outflows, Treasury Moves, Security Breaches and Regulatory Shifts

Last week, the crypto industry saw significant changes in treasury moves, tighter oversight, security breaches, and broader institutional adoption. Firms adjusted portfolios, regulators developed new rules, and several platforms got approval in key financial hubs. Meanwhile, enforcement actions and security breaches kept risk controls in focus. The week also featured new tokenization plans, staking proposals, banking debates, and policy changes. In the section below, we will discuss major events that made headlines last week.

Grayscale Withdraws Three Planned Crypto ETF Filings

Grayscale withdrew its registration filings for planned exchange-traded funds for Cardano, Hedera, and Polkadot on August 7. The SEC never declared the registrations effective, and Grayscale never issued shares under any of the proposed products. Moreover, the company gave no reason for ending the registrations. It also announced no replacement filings or launch schedule, leaving the three planned products without an active registration process.

Strategy Sells Bitcoin and Expands Dollar Reserves

Strategy sold 1,690 BTC between August 3 and August 9 at an average price of $64,262. The sale generated about $108.6 million, and the company directed all proceeds toward STRC repurchases. Meanwhile, Strategy sold 6.59 million MSTR shares and raised about $653.1 million. It placed $650 million into dollar reserves, lifting cash reserves to $4.65 billion while keeping 840,447 BTC. Its Bitcoin cost basis stood near $63.36 billion, averaging $75,385 per coin.

BitMine Adds Ether and Expands Staking Position

BitMine bought 7,391 ETH last week, lifting total holdings to 5,805,238 ETH. That position represented about 4.8% of Ether’s circulating supply and approached its five percent acquisition target.

Additionally, BitMine had staked 5,067,309 ETH, equal to 87% of its holdings. At the cited Ether price, those assets were worth about $9.8 billion. They generated estimated annual staking income near $257 million. BitMine repurchased three million common shares.

UK Regulator Develops Framework for Tokenized Gold

The UK Financial Conduct Authority began developing a framework for tokenized gold. According to the report on August 10, the effort aims to modernize London’s bullion market while exploring blockchain-based ownership structures under existing financial regulation. Meanwhile, regulators discussed how tokenized gold could function as collateral in wholesale markets. The FCA held early discussions with major banks and industry participants and expected to provide more details later. Tokenized gold represents ownership claims backed by physical bullion held by an issuer.

Robinhood Expands UK Crypto Trading Through Bitstamp

On August 10, Robinhood started rolling out crypto trading to eligible UK customers through its main investing application. The service offered access to more than 50 digital assets through Bitstamp UK, an FCA-registered provider. Additionally, Robinhood charged no trading, custody, or account maintenance fees for crypto transactions. Customers still faced foreign exchange charges, while the platform added crypto market digests and blockchain development access. The rollout also placed crypto beside stocks, ISAs, options, and futures.

South Korean Lawmakers Seek Crypto Tax Delay

On August 10, People Power Party lawmaker Jeong Seong-guk proposed delaying South Korea’s cryptocurrency income tax until January 1, 2030. The current framework schedules the tax to begin on January 1, 2027. Under existing rules, annual crypto gains above 2.5 million won face a combined 22% tax. Jeong argued that authorities should strengthen investor protections and tax administration before enforcing the levy. The proposed delay would keep the tax within South Korea’s Income Tax Act.

AUSTRAC Suspends Cryptolink Crypto ATM Operations

AUSTRAC suspended Cryptolink for three months and ordered its 96 crypto ATMs across Australia to stop operating on August 10. The regulator cited concerns about reporting failures and high-risk transactions moving through the network.

AUSTRAC further said Cryptolink failed to provide required reports and respond to an information request. The company had previously paid a $56,340 infringement notice and accepted an enforceable compliance undertaking. The suspension began August 9 and prevents Cryptolink from operating those machines.

South Korea Extends Travel Rule to All Transfers

On August 11, South Korea expanded its crypto travel rule to every transfer between registered virtual asset service providers. The revised framework removed the previous one million won threshold and strengthened transfer verification requirements. Moreover, registered providers must assess overseas counterparties and monitor large transfers involving overseas exchanges or personal wallets. The broader anti-money laundering rules will take effect six months after promulgation. Exchanges can request missing sender or recipient information before completing transfers.

UK Lawmakers Challenge Banking Limits on Crypto

UK lawmakers warned that banking restrictions could slow the country’s crypto industry on August 11. Firms reported difficulty opening accounts and accessing payment services, while several banks limited customer transfers to cryptocurrency exchanges. Meanwhile, the Crypto and Digital Assets APPG began reviewing banking access and planned recommendations after its inquiry. Banks defended restrictions by citing fraud, scams, volatility, and limited consumer protection. The APPG’s public inquiry on banking access closes on August 31.

Cambodia Forms Group to Draft Digital Asset Rules

Cambodia formed a 26-member inter-ministerial working group to draft laws for cryptocurrencies and other digital assets on August 11. The group will review local rules, international approaches, and existing practices before preparing legislation. Additionally, officials expect the planned framework to define covered digital assets, service providers, user rights, and investor protections. The government has not announced which cryptocurrencies will qualify or when drafting will finish. Prime Minister Hun Manet signed the working-group decision on July 8.

Russia Proposes Limited Crypto Access for Retail Investors

The Bank of Russia issued proposed regulations to grant non-qualified investors access to selected crypto assets at annual caps on August 11. The proposed limit per broker, exchange operator, or asset manager is 300,000 rubles. The permitted assets include Bitcoin, Ether, and USDT under specified screening criteria. Qualified investors would face no purchase limits, while all investors must complete a risk test before trading.

Coinbase Secures Abu Dhabi Tokenized Securities Approval

Coinbase received regulatory approval in Abu Dhabi to build an international hub for tokenized securities and onchain capital markets. The Financial Services Regulatory Authority granted the company Financial Services Permission on August 11.

Under the approval, Coinbase can arrange investment deals, provide custody, and offer tokenized securities. Eligible holders may receive voting and economic rights, while transfers remain subject to ongoing regulatory controls. The underlying shares will back securities issued and registered within ADGM.

Regulators Sue Goliath Ventures Over Crypto Scheme

On August 11, the SEC and CFTC filed separate civil lawsuits against Christopher Delgado and Goliath Ventures. The agencies alleged that the business raised hundreds of millions through a crypto investment program promising high monthly returns. Investigators said customer money never reached the promoted liquidity pools. Instead, complaints alleged funds supported earlier payouts, employee compensation, and personal spending, while Delgado separately pleaded guilty to federal crimes. The SEC alleged at least $425 million came from more than 1,300 investors.

Harmony Investigates Unauthorized ONE Token Minting

On August 12, Harmony launched an investigation into a suspected exploit after about four billion ONE tokens were reportedly created without authorization. Onchain researcher Juiceberg said the amount represented roughly 26% of the token’s existing supply.

According to the report, about 2.8 billion ONE moved to exchanges, increasing selling pressure. Harmony worked with exchanges to freeze linked funds while developers prepared a patch and considered rollback options. Juiceberg said 97% of the newly created tokens reached exchanges or deposit wallets. On August 13, Harmony activated an emergency fix for the minting bug and asked validators to upgrade. The project traced 10,288 transfers across 409 wallets linked to the fraudulently created tokens.

The team also said a rollback appeared to be the preferred practical option, although the final process remained undecided. Harmony reported 53% validator adoption four hours after releasing the emergency update.

OCC Opens National Bank Path for Digital Firms

The Office of the Comptroller of the Currency increased efforts to encourage new national bank formations on August 12. Comptroller Jonathan Gould said qualified institutions, including eligible digital asset companies, should have a path toward national charters. Moreover, the OCC reported 40 de novo charter applications during the previous 18 months. Applicants still need to satisfy financial, management, supervisory, and regulatory standards before obtaining final approval. The OCC said one full-service national bank opened after final approval.

ASIC Removes Yepbit Sites After Withdrawal Complaints

On August 12, ASIC removed several Yepbit-linked websites after investors reported blocked withdrawals. The regulator also added warnings to its Investor Alert List and rejected claims that regulatory audits had frozen investor funds. ASIC also said Yepbit lacked an Australian Financial Services Licence. The platform also did not appear on AUSTRAC’s Virtual Asset Service Provider Register, which covers several regulated digital asset activities.

Citi Supports Crypto Rules but Flags Stablecoin Rewards

On August 13, Citigroup CEO Jane Fraser backed clearer digital asset rules while seeking changes to the CLARITY Act. She focused particularly on stablecoin rewards and their potential impact on deposits used to fund lending.

Additionally, Fraser called for similar rules across similar financial activities and raised financial crime concerns. Citi still supported moving effective crypto legislation forward while arguing for changes to selected provisions.

South Korea Tightens Checks on Crypto Owners

South Korea strengthened registration requirements for cryptocurrency businesses, including wider checks on major shareholders on August 13. Regulators will review ownership structures, criminal records, finances, staffing, anti-money laundering systems, and technology infrastructure. The revised rules take effect on August 20. Moreover, companies must provide ownership details and maintain AML staffing. They must meet local system requirements and report major changes 30 days in advance.

SEC Clears Franklin Funds to Use BENJI

On August 13, the SEC’s Division of Investment Management issued a no-action letter allowing Franklin Templeton registered funds to invest in BENJI. The structure supports cash management and securities lending collateral through blockchain-based ownership records.

Meanwhile, Franklin Templeton must maintain separate wallets, daily reconciliations, and authentication controls. BENJI combines Stellar transaction records with the firm’s official shareholder register and targets a stable one-dollar net asset value.

Metaplanet Launches BitBonds in Private Placements

Metaplanet launched a continuing corporate bond program and raised 200 million yen through four private BitBonds placements on August 13. The unsecured bonds carried annual coupons between 4.0% and 4.3% and matured in about three years. Additionally, the bonds added fixed-rate debt to Metaplanet’s funding mix. Despite their branding, the BitBonds had no Bitcoin price link or Bitcoin collateral. Instead, investors depended on the company’s credit strength.

Bitcoin Red Team Expands AI Security Review

Bitcoin Red Team reported 7,958 potential security findings across 501 Bitcoin-related open-source projects. On August 14, researchers completed the review over 108 hours using AI models alongside human reproduction and private disclosure processes. However, the findings were not all confirmed vulnerabilities. Researchers classified 1,280 findings as high or critical and dynamically reproduced 24.7% overall. They sent 29.4% to affected maintainers for review.

Bitwise and Superstate Explore Tokenized BSOL Shares

On August 14, Bitwise partnered with Superstate to explore tokenized share ownership for its funds, starting with the Bitwise Solana Staking ETF. The proposed structure would record shares on-chain without changing existing shareholder rights. Meanwhile, investors could choose blockchain-based records instead of the Depository Trust Company system. Bitwise said the option was not yet available, and launch timing depended on legal and regulatory requirements.

Singapore Details Corporate Crypto Job Scam

Singapore authorities linked $11.8 million in cryptocurrency losses to fake recruitment scams targeting technology and crypto professionals on August 14. Attackers used LinkedIn outreach, spoofed domains, staged interviews, and malicious coding assessments on company devices.

The malware captured a Bitbucket session token and helped attackers bypass multi-factor authentication. They then changed deployment instructions, accessed internal servers, collected transaction credentials, and completed unauthorized cryptocurrency transfers.

Galaxy Cuts CLARITY Act Passage Odds

On Friday, Galaxy Research reduced its estimate for the CLARITY Act becoming law this year to 10%. The firm cited political disagreements, unresolved ethics questions, banking pressure, developer protections, and limited Senate time. The estimate had fallen repeatedly from 75% after earlier congressional progress. By August 14, Galaxy said passage would require unusually rapid political agreement after senators returned from the August recess.

Coldcard Exploit Losses Rise Above $112 Million

Galaxy Research estimated that the Coldcard exploit had stolen more than 1,778 BTC, worth about $112 million. On August 14, the firm said confirmed attack activity appeared to have slowed after August 6. Still, Galaxy tracked multiple attacker patterns and more than 190 victims. Around 1,531 stolen BTC remained unmoved, while roughly 246 BTC had moved, with much of that amount entering CoinJoin transactions.

World Liberty Wins Preliminary OCC Trust Bank Approval

World Liberty Financial received preliminary conditional OCC approval to establish a national trust bank focused on USD1 on August 14. The proposed institution, known as World Liberty Trust Company, will be sponsored by WLTC Holdings. The bank, upon full authorization, will handle USD1 issuance, redemptions, reserve assets, and institutional digital asset custody. It will also continue to maintain asset segregation, sanctions screening, anti-money laundering controls, and OCC supervision.

US spot Bitcoin ETFs posted $389.71 million in net outflows from August 10 through August 14, according to data from Sosovalue. Fidelity’s FBTC led withdrawals with $153 million, reversing the previous week’s $853.54 million inflow.

Meanwhile, spot Ethereum ETFs recorded $2.26 million in net outflows during the same trading week. BlackRock’s ETHA led Ethereum withdrawals with $16.39 million. The move ended five straight weeks of inflows, interrupting recent institutional demand for ETH-linked funds.

Bitcoin Price Performance

Bitcoin displayed a negative trend last week after recording a decline of more than 2%. The asset dropped from highs of $65K at the start of the week before consolidating around $62K at the end of the week. At the time of this writing, BTC is exchanging hands around $63,450, with a market capitalization of $1.27 trillion.

Looking at the technical perspective, BTC is still trading range-bound as the bullish momentum weakens. The price is holding above key support around $57,490, with the immediate and key resistance lying around the $67,290 and $82,788 levels, respectively.

Indicators such as the Relative Strength Index and Moving Average Convergence Divergence show weak bullish momentum. The 14-day RSI is hovering around the 40 level, indicating neutral momentum in the market. Meanwhile, the MACD line is holding above the signal line, with green bars forming on the histogram.
