Grayscale and Strategy Urge Senate to Move Forward with CLARITY Act

Grayscale and Strategy Urge Senate to Move Forward with CLARITY Act

Grayscale Investments has urged U.S. Senate leaders to schedule a floor vote on the CLARITY Act before the August recess. The crypto asset manager made the request in a July 31 letter shared through its official X account and signed by Chief Legal Officer Craig Salm.

The letter was addressed to Senate Majority Leader John Thune and Senate Minority Leader Charles Schumer. Grayscale said the Digital Asset Market Clarity Act, or H.R. 3633, resulted from serious bipartisan negotiations and should now receive consideration from the full Senate. “The Clarity Act has advanced through committee. What it requires now is floor time,” Salm wrote. He asked Senate leaders to give lawmakers an opportunity to vote on the legislation before the recess.

Grayscale Calls for Clear U.S. Crypto Market Rules

Grayscale argued that the United States has operated without a complete legal framework for digital asset markets for too long. According to the company, regulation through enforcement has created uncertainty for crypto businesses, developers, and investors. The proposed legislation would establish clearer market structure rules. It would also define how the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) oversee different parts of the crypto industry.

Grayscale said a workable division between the two regulators could protect investors while giving legitimate companies and developers clearer operating rules. The company believes the current uncertainty makes it difficult for businesses to plan, invest and build products in the United States.

Salm also linked the bill to U.S. economic competitiveness. He said unclear regulations could push talent, innovation and capital toward places such as Singapore and Abu Dhabi, where governments have already introduced more predictable digital asset frameworks. Grayscale said the issue also affects regulated investment products tied to cryptocurrencies. The company offers exchange-traded funds (ETFs) and other vehicles that provide digital asset exposure through traditional financial markets.

According to the letter, durable legislation would help the United States remain a leading center for asset management and capital markets. Grayscale also said the proposed framework would protect investors, limit regulatory overreach against legitimate developers and support responsible innovation. The company described the bill as a rare area of bipartisan agreement. It argued that passing the legislation could support job creation, improve American competitiveness and help U.S. capital markets lead the growing digital economy.

Strategy Backs the CLARITY Act

Strategy added its support on August 1. The company said a “clear, durable market structure framework” could help advance the digital asset industry and encourage wider institutional adoption in the United States. Strategy President and CEO Phong Le shared the company’s statement and wrote, “We support Clarity.” His brief message reinforced the company’s request for lawmakers to move forward with the legislation.

Strategy Executive Chairman Michael Saylor also supported advancing the bill through bipartisan negotiations. He said clear rules could protect property rights, promote innovation and strengthen American capital markets. Saylor added that Bitcoin would succeed with or without new legislation. However, he said, “America needs clarity for digital assets.” Together, the statements from Grayscale, Strategy, Le and Saylor add to industry calls for Congress to establish a lasting federal crypto framework.
