Sen. Lummis Pushes for Senate Vote on CLARITY Act as Block Backs Bill

U.S. Senator Cynthia Lummis urged the Senate on July 29 to begin floor consideration of the Digital Asset Market Clarity Act. She argued that months of bipartisan negotiations had produced a strong framework for U.S. crypto regulation. Her speech came as Block formally backed the bill and senators worked on a new ethics proposal that could attract more Democratic support.

Speaking on the Senate floor, Lummis called the CLARITY Act “good for the country, good for consumers” and urged lawmakers to stop delaying action. The legislation aims to create clearer federal rules for digital assets, including how the Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC) would oversee different parts of the crypto market.

Lummis Says the Bill Reflects Months of Compromise

Lummis said the current 616-page proposal followed 11 months of negotiations with lawmakers from both parties. She also pointed to the Senate Banking Committee’s May 14 vote, when the legislation advanced by 15-9 and moved toward possible Senate floor consideration.

According to Lummis, lawmakers added more than 100 changes requested by Democrats. These included tighter legal definitions, stronger consumer disclosures, greater anti-evasion powers for the SEC, restrictions on insiders, and additional rules targeting money laundering and sanctions violations.

She said the CLARITY Act would also provide more resources for financial crime enforcement and establish safeguards for digital asset ATMs. Other sections address decentralized finance platforms, market manipulation, consumer rights and financial education.

Lummis rejected claims that the legislation is partisan. She said her earlier work with Democratic Senator Kirsten Gillibrand helped create the foundation for the current proposal. In her view, a lasting crypto law must receive support from both parties.

Ethics Talks Could Shape the Next Senate Step

Government ethics rules remain one of the main issues in the negotiations. Republican Senator Thom Tillis and Democratic Senator Ruben Gallego are reportedly close to completing a bipartisan ethics counteroffer for the White House.

“That language is probably gonna get vetted with the admin Friday, maybe,” Tillis said. Senate Republicans are also considering a cloture vote next week, which would begin the process of bringing the CLARITY Act forward. However, no final vote has been confirmed.

The ethics talks are important because the legislation needs Democratic support to move through the Senate. Lummis said the latest version already includes restrictions covering senior federal officials and digital asset activity. However, several Democrats continue to seek stronger ethics, consumer protection and enforcement provisions.

Block Urges Senate Leaders to Advance the CLARITY Act

Block added industry support through a July 29 letter to Senate Majority Leader John Thune and Minority Leader Charles Schumer. Chief Legal Officer Chrysty Esperanza said “legal clarity is foundational to responsible innovation” and urged the Senate to consider the bill without delay.

The company said the CLARITY Act would help determine when a digital asset should be treated as a security or commodity. Block also supported the bill’s federal consumer protections, anti-money laundering measures, developer safeguards and recognition of the right to self-custody digital assets.
