Russia Places Pavel Durov on International Wanted List Over Terrorism Charges

Russian authorities have placed Telegram founder Pavel Durov on an international wanted list after expanding a criminal case that accuses him of facilitating terrorist activity through the messaging platform. Russia’s Federal Security Service (FSB) announced the charges and said it had issued an international arrest warrant, according to Interfax.

The FSB claims Telegram failed to remove channels, group chats, and bots that Ukrainian intelligence services, terrorist organizations, and extremist groups allegedly used to recruit operatives, coordinate attacks, finance extremist activities, and commit cyber fraud. Russian investigators argue Telegram allowed those accounts to remain active despite their alleged involvement in those activities.

Russia expanded its criminal case by issuing the international arrest warrant after opening the investigation against Durov earlier this year. Russian investigators accuse Durov of allowing Telegram to host the alleged activity, but they do not accuse him of planning or directing any attack.

Durov responded to Russia’s criminal investigation on X in February and rejected the allegations against him. He described the investigation as politically motivated and accused Moscow of using it to pressure Telegram into weakening user privacy. Durov also said Russian authorities created “new pretexts” to restrict Telegram because they wanted greater control over privacy and free speech.

Russia’s international wanted notice does not automatically create an Interpol Red Notice because Interpol reviews each request independently. Any country that receives Russia’s extradition request would independently review the evidence before deciding whether to arrest or extradite Durov.

Telegram Founder Faces Mounting Pressure Beyond Russia

Russia’s international warrant increases legal pressure on Durov and raises new questions about whether messaging platforms should face criminal liability for user activity. The international warrant marks Russia’s first attempt to seek Durov’s arrest outside its borders through the ongoing criminal case.

Russian authorities allege Telegram allowed prohibited channels and automated bots to remain active after users allegedly linked them to terrorism, extremism, recruitment, and cyber fraud. Russia’s case seeks to hold Telegram’s founder responsible because investigators believe the platform failed to remove accounts linked to alleged criminal activity. The international warrant could restrict Durov’s travel because some countries may review Russia’s request if he enters their jurisdictions.

Russia attempted to block Telegram in 2018 after the company refused to hand over encryption keys to security agencies. Russian authorities lifted the restrictions in 2020 after failing to block Telegram effectively. Since 2020, Russian officials, military bloggers, volunteers, and state agencies have used Telegram to publish announcements and share wartime information.

Durov argues that both investigations aim to pressure Telegram into weakening user privacy and freedom of speech. Durov has repeatedly argued that messaging platforms should protect private communications while responding to lawful government requests through established legal procedures. Russia could also increase pressure by restricting Telegram’s app distribution, business operations, and other services inside the country.

Meanwhile, Gram, previously known as Toncoin, has reacted to the news, falling 2.45% to $1.41 in the past day.

France Keeps Separate Criminal Case Against Pavel Durov

Besides the Russian move to issue an international arrest order, French prosecutors are investigating the Telegram founder separately. Authorities arrested Durov at Le Bourget Airport near Paris after opening a criminal investigation into Telegram’s moderation practices.

French investigators examined whether Telegram enabled organized crime, drug trafficking, cybercrime, fraud, money laundering, and child sexual abuse material through weak moderation. French authorities later lifted Durov’s travel restrictions earlier this year, but prosecutors are still investigating the case. Durov has consistently rejected the French allegations and denied that Telegram encouraged illegal activity.
