Japan FSA to Launch Crypto Assets and Stablecoins Division on August 7

Japan’s Financial Services Agency (FSA) will establish a dedicated “Crypto Assets and Stablecoins Division” on August 7. The regulator announced the move on August 5 as part of a wider restructuring designed to strengthen financial supervision and respond to the growth of digital technology.
The new division will bring several crypto, blockchain and digital payment functions under one department. However, the announcement does not introduce new cryptocurrency regulations or change the rules for businesses operating in Japan.
The FSA said the broader reorganization will help the agency manage emerging challenges across the financial sector. It aims to improve regulatory coordination, strengthen the monitoring of financial institutions, and support Japan’s financial and asset management policies.

New FSA Division Will Oversee Crypto and Stablecoin Functions
The Crypto Assets and Stablecoins Division will operate under the newly formed Asset Management and Insurance Supervision Bureau. According to the FSA’s organizational documents, the division will replace the current Crypto Assets, Blockchain and Innovation Counselor’s Office. The existing Crypto Asset Monitoring Office will also move under the new division.
In addition, the department will include the Innovation Promotion Office and the Digital Payments Planning Office. The new structure will therefore place crypto monitoring, blockchain innovation and digital payment planning within the same regulatory unit. The FSA did not provide detailed information about the division’s future policies or enforcement priorities. Instead, the August 5 announcement focused on how existing departments and responsibilities will be reorganized.
Stablecoins are digital tokens designed to maintain a stable value, usually by linking their price to a traditional currency such as the Japanese yen or the U.S. dollar. Japan classifies certain fiat-linked stablecoins as electronic payment instruments and regulates businesses that provide related services.
Japan FSA Restructures Financial Supervision
The crypto division forms part of a larger agency-wide overhaul. The FSA will reorganize its General Policy Bureau and Supervision Bureau into the Bank and Securities Supervision Bureau and the Asset Management and Insurance Supervision Bureau. The regulator will also introduce a new deputy commissioner position. The official will support financial policy planning and coordination across the agency.
Alongside the Crypto Assets and Stablecoins Division, the FSA will create separate divisions for international affairs, credit, postal finance and payment services. The restructuring will take effect when amendments to the government order governing the FSA’s organization come into force on August 7.
Documents issued before the restructuring will remain valid even when they contain the previous names of FSA departments. Applications using the former department names will also remain valid during the transition. However, applicants should submit new documents to the relevant departments listed in the updated organizational table.
Japan Continues Updating Its Digital Asset Framework
The restructuring follows another recent update to Japan’s crypto regulatory system. On June 1, the country introduced a registration framework for electronic payment instrument and crypto asset service intermediaries. Under the framework, registered intermediaries can arrange certain crypto asset or stablecoin transactions on behalf of licensed businesses. The system covers the mediation of crypto purchases, sales and exchanges.
The creation of a dedicated Crypto Assets and Stablecoins Division does not itself introduce new market rules. However, it gives cryptocurrency supervision, stablecoin oversight, digital payments and blockchain innovation a defined position within Japan’s financial regulatory structure.
