UK Pauses Crypto Donations Over Fears of Foreign Political Influence

The UK government has moved to pause crypto donations to political parties after an independent review warned of foreign interference risks. On Wednesday, ministers accepted the main recommendation from Philip Rycroft’s report. They also backed a cap on large donations from British voters abroad, marking a tougher response to concerns over money in politics.

Steve Reed told MPs that ministers would apply the crypto pause from Wednesday once Parliament approves the legal changes. He said parties must return any covered donations received after the announcement date. Meanwhile, the government plans to amend the Representation of the People Bill to secure it.

Concerns Grow as Digital Transfers Evade Clear Checks

Political funding rules already limit parties to donations from permissible sources. However, the review said crypto can obscure the real origin of funds. In addition, smaller transfers can dodge the checks that larger donations trigger. Therefore, Rycroft argued that the current system leaves too much room for abuse.

Rycroft did not call for a permanent ban. Instead, he described the halt as a pause while regulation improves. He said future donations could return under strict supervision through regulated UK exchanges. Moreover, he stressed that officials still lack clear evidence on the scale of political crypto giving.

This is because parties only report larger donations to the Electoral Commission. Donations below £500 also avoid the usual permissibility test. As a result, critics fear that foreign money could enter politics through split transactions. Reed echoed that concern in the Commons, saying the anonymity linked to some digital transfers creates an unacceptable route for illicit funds.

Donation Caps Push the Effort Against Outside Influence

The review arrives after a parliamentary committee recently urged an immediate freeze on crypto gifts. The committee said such donations pose a high risk to trust in political finance. Reform UK remains central to that debate after publicly embracing Bitcoin donations last year. Reports also put the party under scrutiny over donors based outside Britain.

The review went beyond digital assets and tackled other channels for outside influence. Rycroft recommended annual caps of £100,000 to £300,000 for eligible voters based abroad. Reed said the government would adopt the lower £100,000 limit. 

Moreover, ministers said the cap will cover all UK elections, including the coming local, Scottish, and Senedd contests. Meanwhile, parties would get 30 days to return affected gifts after the rules take effect. Ministers said criminal penalties would follow if parties failed to return barred money.

Rycroft also targeted shell company risks. He said no company should donate more than its taxable profits for the year. This proposal seeks to stop foreign actors from using British-registered vehicles to move money into campaigns. Moreover, he called for stronger enforcement, tougher penalties, and a police unit.

The review further framed the threat as real, persistent, and broad, naming Russia, China, and Iran as active risks. However, it warned that private actors from allied states, including the United States, may seek to shape British politics.
