The U.S. Senate is expected to delay an initial vote on the CLARITY Act until September, pushing back one of the most closely watched cryptocurrency bills in Congress. Senate Majority Leader John Thune confirmed the delay late Thursday as lawmakers prepared to leave Washington for their August recess.
According to an August 6 report from POLITICO, Senate Republican leaders had hoped to bring the crypto bill forward before the recess. However, Democrats did not agree to speed up the remaining Senate business needed to make that possible. The CLARITY Act aims to create a clearer U.S. regulatory framework for cryptocurrencies and other digital assets. “The Dems insisted on no Clarity vote,” Thune told reporters Thursday. He added that Senate leaders were “getting that queued up first thing [when] we come back in September.”

CLARITY Act Vote Moves Beyond August Recess
Thune may still file cloture on the CLARITY Act before senators leave Washington. Cloture is a Senate procedure used to limit debate and prepare legislation for a vote. However, people familiar with the matter told POLITICO that the bill is unlikely to reach the Senate floor until lawmakers return next month.
The delay comes because Senate leaders are trying to complete several other pieces of legislation before the five-week recess. Republican leaders wanted all 100 senators to agree on a time arrangement that would speed up the remaining votes.
Senate Democrats have not agreed to that plan. Instead, they want negotiations over the crypto legislation to continue before the Senate moves toward a vote. The CLARITY Act also needs bipartisan support to advance. Therefore, reaching an agreement between Republicans and Democrats remains important for the bill’s progress.
Democrats Seek Changes to Crypto Regulation Bill
Several major issues remain unresolved in the CLARITY Act negotiations. One key dispute involves government ethics rules. Democrats want the bill to include provisions addressing concerns about the Trump family’s cryptocurrency businesses. However, both parties have not yet agreed on how those restrictions should be structured.
Democrats are also seeking changes in response to concerns raised by law enforcement groups. Those concerns focus on a key section of the legislation, while lawmakers continue negotiating the final language.
Another disagreement involves the commodities portion of the bill, which falls under the Senate Agriculture Committee. Democrats are pushing for changes to that section as both parties work toward a broader bipartisan agreement on the CLARITY Act.
