Michael Saylor Calls for Digital Asset Rights, Sees $100T Industry Potential

Strategy Executive Chairman Michael Saylor has called for broader rights for Bitcoin and other digital assets. He said individuals and companies should be free to create, issue, custody, transfer and use digital assets. In a September 26 article posted on X, Saylor outlined his ideas for crypto regulation, Bitcoin banking, digital dollars, tokenized securities, financial privacy and artificial intelligence.
Saylor shared the proposals after speaking with Conner Brown at the Bitcoin Policy Institute’s Freedom Tech DC summit. He argued that artificial intelligence will increase productivity and change how businesses operate. Therefore, he believes the financial system must also become faster and more open. “The age of Digital Assets and Digital Intelligence needs a bill of digital rights, not a bill of restrictions,” Saylor wrote.

Saylor Wants Bitcoin More Integrated With Banks
A major part of Saylor’s proposal focuses on Bitcoin’s role in banking and insurance. He said banks should be able to custody Bitcoin and offer loans backed by it. Insurance companies should also have a practical way to use digital assets in their balance sheets and products. According to Saylor, clearer rules could make these services easier to offer.
He also questioned current capital rules for some crypto exposures. Saylor pointed to the Basel framework’s 1,250% risk weight for Group 2b cryptoassets. He said policymakers should review such rules and consider the actual risk of each activity. Saylor also argued that regulators should treat different banking activities separately. Holding Bitcoin for a customer is not the same as lending against Bitcoin. Likewise, both differ from a bank buying crypto for its own balance sheet.
He expects banks to play a larger role in the crypto industry over time. As more banks enter Bitcoin custody and lending, customers could gain more options for using their holdings without selling them.
Digital Dollars and Tokenized Securities Need More Competition
Saylor also wants more competition in the digital dollar market. He said banks, fintech firms and technology companies should have clear paths to offer digital dollar products. He also supports allowing issuers to compete through different yields and services. In his view, customers should be free to compare these products and choose what works best for them. He argued that rules should not protect institutions simply because they offer lower returns.
Saylor made a similar argument about tokenized securities. He said putting stocks or credit products on a blockchain should give investors more control. For example, an investor should be able to hold a tokenized security directly. The investor should also be able to move it to another provider or use it to access credit.
Saylor said self-custody can also improve competition. If customers can easily move their assets, financial providers have a stronger reason to offer better services and better terms.
AI Agents Could Increase the Need for Digital Finance
Saylor also connected digital assets with the rapid growth of artificial intelligence. He expects AI agents to handle more tasks for people and companies. These systems could research products, negotiate deals, make purchases and interact with other software. As a result, Saylor believes the financial system will need to operate around the clock. AI agents could require digital wallets, programmable payments and assets that can move 24 hours a day.
He also wants changes to financial privacy and everyday crypto payments. Saylor said routine transactions below a meaningful threshold should not automatically trigger government reporting. He also supports a de minimis tax exemption for smaller digital asset payments. Such a rule could reduce the recordkeeping burden for everyday purchases.
On regulation, Saylor said the SEC, CFTC, Treasury and White House could play major roles over the next two years. He also criticized the approach taken in CLARITY, saying it focused too heavily on restrictions. Saylor believes digital assets could eventually become a $100 trillion industry. However, he said reaching that scale will require more freedom for people and companies to build new products, raise capital and use digital assets across the economy.
