Japan Plans Blockchain System for Faster Stock and Government Bond Settlement

Japan is planning a blockchain-based system that could make stock and government bond settlements much faster, Nikkei reported on August 26. The project would involve Japan’s Financial Services Agency, Ministry of Finance, Bank of Japan (BOJ), and major financial institutions. They plan to form a study group and discuss how the new system could work. The group could prepare an early development plan by the beginning of 2027.

Japan Wants Faster Trade Settlement
At present, stock trades in Japan usually settle two days after the trade. Japanese government bond transactions normally settle the next day. Japan now wants to reduce this waiting time. A blockchain-based system could help complete the transfer of securities and money much faster. It could also reduce the time investors wait before they receive funds after selling assets.
For example, an investor who sells shares usually has to wait for the trade to settle before receiving the money. A faster settlement system could allow the investor to receive the funds sooner and use them again. The study group will look at the best way to build the system. It will also decide what role each regulator and financial institution should play.
System Could Launch in the Early 2030s
The project is still in the planning stage. Japan has not yet launched the system or approved a final design. According to Nikkei, the system could start operating in the early 2030s if the project moves forward as planned. Before that happens, regulators and financial institutions will need to agree on the technical setup, security rules, and operating structure. The plan shows that Japan is looking at blockchain for traditional financial markets, not only for cryptocurrencies.
The blockchain network could also support other financial services in the future. Nikkei reported that Japan may later use the system for international money transfers. However, the first focus will remain on stocks and Japanese government bonds. Japan will first create the study group and prepare a development roadmap.
More details are expected as the government and financial institutions move forward with the project. For now, the plan remains under discussion, but it could become an important step in Japan’s effort to modernize its financial market infrastructure.
MUFG Is Also Testing Blockchain for Japanese Government Bonds
Japan’s private financial sector is already testing similar technology. On August 13, MUFG launched a proof-of-concept for Japanese government bond repo transactions using the Canton Network. The project will test blockchain-based settlement and automated transaction processing. MUFG is working with Digital Asset and Progmat, while the project may also explore tokenized deposits or stablecoins for payments.
