The renewed interest follows progress in Washington. White House officials and Republican senators recently agreed on revised ethics language. However, lawmakers still need to settle enforcement rules and conflict-of-interest provisions before scheduling a Senate vote. Senator Kevin Cramer said the legislation is “almost there” after the latest negotiations. Meanwhile, Treasury Secretary Scott Bessent also described the process as being on the “1-yard line” while urging Congress to act before the August recess.

Time now matters just as much as the negotiations. Congress has limited floor time before lawmakers leave for the August recess. Missing that deadline could push the legislation into next year, when its chances of passing could become weaker.
The bill answers a question the crypto industry has asked for years. It would clarify which digital assets fall under the Securities and Exchange Commission and which belong under the Commodity Futures Trading Commission. Coinbase CEO Brian Armstrong has also urged lawmakers to finish the bill. He argues that clearer regulations would help companies continue building in the United States instead of expanding elsewhere. Many investors share that view.
