The U.S. House of Representatives has moved forward with three key crypto bills. These include the GENIUS Act, the Clarity Act, and the Anti-CBDC bill. A floor vote could happen as soon as Thursday. Late Wednesday night, around 11 p.m., House Resolution 580 was passed by a 217-212 vote. This resolution allows lawmakers to review several bills.
The U.S. House of Representatives voted 215–211 on July 16 to pass a procedural motion allowing the GENIUS stablecoin bill and the Digital Asset Market Clarity Act (Clarity) to proceed to a final vote. The GENIUS bill has already passed the Senate and could be sent to President…

Key Crypto Bills Move Forward
One of the bills, known as the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, is designed to create clear rules for stablecoin regulation. It already passed the Senate last month and could now be on track to reach President Donald Trump’s desk before the week ends.
Another key proposal is the Digital Asset Market Clarity Act, which aims to build a broader framework for regulating digital assets. It seeks to clearly define the responsibilities of the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). Alongside this, lawmakers are reviewing the Anti-CBDC bill, which is intended to prevent the Federal Reserve from directly launching a central bank digital currency for public use. However, both of these bills still require approval through a Senate vote before they can move forward.
GOP Divided on CBDC Ban
Journalist Eleanor Terrett said the delay happened because Republicans didn’t all agree. Some wanted to add anti-CBDC rules to the Clarity Act, but the bill’s authors were against it. They said it could hurt support from both parties. The problem was solved when House Leader Scalise said on Wednesday that Republicans will add the CBDC ban to a defense bill called the National Defense Authorization Act (NDAA).
According to PunchBowl News, House Majority Leader Steve Scalise said the House might vote on the GENIUS Act and CLARITY Act separately as early as Thursday. However, Speaker Mike Johnson noted that votes on bills besides the GENIUS Act could be delayed until Friday or even next week.
